After difficult update to 17.0 merge requests not working

We remarked today, after the gitlab auto upgrade to 17.0 the merge requests are impossible to do anymore, see this forum post (and we are not same company as the OP shiva.chettri) also similar reported bug here

The gitlab server was stuck after/when upgrading to gitlab 17.0, we restarted the server after that. GitLab is running now version 17.0 but merge requests are impossible to merge (stuck icon)
