Determine if the account verification warning dismissal should be persisted

For the account verification warning that shows for unverified users on the pipeline pages:

The alert can be dismissed. Determine if we want to persist the dismissal so that it doesn't show up again.
Concerns with persisting the dismissal:

If the alert is dismissed and not shown again, the user is no longer aware of this limitation, even though it still applies. They also lose the "click here to verify your account" link (they can still get access to it, but it's buried in the user settings).

This is for anti-abuse, and we want to strongly encourage users to verify their account. If it becomes an annoyance, we can always update the behavior in the future.

The alert isn't a one-time information thing that can be dismissed and not shown again, it's to alert the user that they're unable to do something, similar to an error message.
