Create standardized context for product usage data collection outside instance

Problem

As described in &13223 we need a standardized and agreed upon way to send common data from cloud deployed infrastructure such as AI Gateway.

Ideally this comes in the form of a Snowplow context.

Desired Outcome

An agreed upon Snowplow context for sending data from AI gateway and similar institutions exists.
