Add Compliance Center for Premium

Problem to solve

In 17.0 editing Compliance frameworks from the group/project settings was removed. This was replaced by using the Compliance projects report.

The issue is that Compliance framework are a Premium feature but currently the Compliance center is an Ultimate feature, meaning Premium user now have no way to add/update or delete Compliance frameworks.

Proposed solution

Add the Compliance center for Premium customers

• Add the Compliance center for Premium customers to top-level groups
• When editing/adding a Framework blank out the compliance pipeline input
• Only add the Projects and Frameworks tabs
• When editing/adding a Framework remove the edit policy buttons from table and drawer
