Restore download links on the tag view
Summary
In the past you could open a tag link (e.g. via the RSS for the tags) and download from that page. in a recent release that feature was removed. Now you need to click on "tags" then find the tag again and download from there. This is especially annoying when you have multiple current releases in the same project (e.g. like for gitaly when you have a security release) As a packager I use the RSS feed to quickly notice when I have to update my packages. The current functionality adds unnecessary steps and makes it even cumbersome as in the gitaly example.
Steps to reproduce
- subscribe to tags feed like e.g. https://gitlab.com/gitlab-org/gitaly/-/tags?feed_token=supersecuret&format=atom
- click on link for the 16.11.2 tag
- no download icon/links on the detail page anymore
- click "tags" in the breadcrumbs to get to the tags listing.
- now you have to find 16.11.2 and download it there.

Now download link/button on the tag detail page anymore.
What is the expected correct behavior?
A download link/button like in the past. I want to be clear I am not asking to remove it from the listing page. it is useful there too. but adding it back to the detail page.
