Create dashboard for monitoning CI partitions

Create a grafana dashboard to monitor CI partitions switchover.

We have linked a few metrics in gitlab-com/gl-infra/production#17226 (closed) but it would be more helpful to have them aggregated in a single place for monitoring future switches.
