Transferring a group to another group doesn't list the destination group first
Summary
When transferring a group to another group, I need to select the destination group under "Select parent group". In the dropdown, the name of the group is very low in the list, and projects of this group take precedence which doesn't make sense.
Steps to reproduce

What is the current bug behavior?
All projects of the target group are listed. I have to scroll down a lot to find the group I specified in "Select parent group" text box.
What is the expected correct behavior?
- No projects are listed (I'm moving a GROUP, it CAN'T be under a PROJECT)
- When I enter a group name, it should be the first entry
