New projects can't create objectives

Problem

The OKR documentation states

To create an objective:

On the left sidebar, select Search or go to and find your project.
Select Plan > Issues.
In the upper-right corner, next to New issue, select the down arrow and then select New objective. 

However, this only works for a project which already has at least one issue already. The empty state does not allow for the creation of a new objective.

Workaround

Creating a single test issue on the project first allows us to create a new objective as described in the documentation. It's not otherwise obvious how to create an objective on a brand-new project.
