Disable auto-complete for users in advanced search

Proposal

In order to protect users from profiling and other data gathering activities, customer's work councils forbid that users and their contributions can be searched for.

Global search for users can be disabled using an operational feature flag. However the autocomplete suggestions for users are unaffected by that feature flag.

Provide a way to completely disable user search, including autocompletion when a name or username is searched for.
