Separate deployment comments from approval/rejection actions

Problem to solve

• As a release team member, I want to add a comment to a deployment without approving or rejecting it.
• As a release team member, I want to upload an artifact to a deployment/release without approving or rejecting it.

Currently comments are tied to approvals/rejections. We want to split the two into separate tables and introduce a stand-alone comment functionality for deployments.
