Adding access tokens to the GitLab Secrets Manager

When a user generates either a project or group access token, we should offer the option to automatically generate and store the token in the GitLab Secrets Manager. This eliminates the need to copy and paste the token separately to create a secret with this information. It also ensures the value of the token is hidden.
