MVC: Use Stars on Source Repository as Component "Stars"

Proposal

A single star vote on a repository is a very well known voting system to developers and it seems like it could make a decent MVC for a component endorsement even if a more elaborate reputation system is designed later.

1. Consider passing through the stars from an original source repository for a component as it's rating system.
2. Consider allowing clicking on "star" for a component which merely adds a star to the source component.

Give documentation advice that in order to keep stars when relocating a source project, one must properly use GitLab's MOVE functionality and then republish the component to align the new source location
