CI/CD Component Badges for SM customers

Problem to solve

Self-managed users would like a way to have a verified creator badge in each catalog resource. This will be done via the existing GraphQL mutation for now.

For a future iteration:

• Badge types via DB (which would bring customizable text)
• UI rather than just GraphQL

User experience goal

Badges that can be present next various components to illustrate differences in golden template components vs others.

Technical Details

The restriction in the mutation must be updated to allow SM to add a badge but must be restricted to the non-gitlab badges.
