Add an application setting to configure Users API rate limits for Gitab Self-managed instances

Rate limits for Users API on GitLab.com were added as part of Rate limit Users API endpoints behind FF (#452349 - closed). Self-managed instances may need to configure this based on their own needs, and can be supported by an application setting. This issue to add that.
