[GITLAB CE][16.11.1]Register kubernetes agents

Dear all,

With the latest version of Gitlab CE installed (16.11.1), it is no longer possible to register a new kubernetes agent in the interface: Operate > Kubernetes clusters. The error that occurs when we want to register an agent :

Failed to register an agent GRPC::Unimplemented

To reproduce the bug :

• step 1 : Installing the agent for Kubernetes | GitLab
• step 2 : Managing the agent for Kubernetes instances | GitLab

Workaround :

• use gitlab api : Agents API | GitLab
