Direct Transfer is not working with Cells 1.0

While testing Direct Transfer with the Cells POC, we discovered the following scenarios/use cases that are currently not working with the Cells 1.0 POC:

1. Migrating groups and projects via Direct transfer within the same cell
2. Migrating groups and projects via Direct transfer from primary cell (.com) to secondary cell (Organization)

These two scenarios need to be revisited and tested once Route request via PAT token (#439323 - closed) and Route requests via Authorization header (#441138 - closed) have been implemented

Results of this investigation, including adding any additional caveats about using DT for migrating groups to Cells, should be documented in Cells group transfer blueprint: doc/architecture/blueprints/cells/impacted_features/group-transfer.md
