Backend: Allow Dedicated customers to customize maximum instance-level CI/CD variable count
Summary
This is for the backend work to add a new setting to the Admin UI to set the limit/number of instance-level CI variables. This setting is currently only available for modification to our self-managed customers via the Rails console.
Why this matters and how we measure
This is needed for Dedicated customers, and is a known requirement for at least one customer at this time.
