Disable the use of ROPC for existing OAuth applications on GitLab.com

Based on the agreed plan, we have already disabled the ability to support ROPC on any net new OAuth apps on GitLab.com. With this issue, we will remove ROPC support from existing OAuth applications as well. Please note that this would need a GitLab.com check such that OAuth applications on SM installations are not impacted.
