Migrate disabled proxy unit tests to runner tests

Recent support for TLS 1.3 protocol resulted in the proxy code and related tests being disabled. Some of the disable tests are useful and should be ported to work without the proxy code (integrated into the runner tests).

Implementation plan

1. Review disabled tests and identify which ones should be added to the runner tests
   1. This step is part of refinement.
2. Start adding tests using multiple MRs to keep reviews easy
3. Remove tests that have been migrated
