UX: Web IDE and Workspace VS Code fork should look and behave the same

It's confusing to users when the VS Code version of the Web IDE looks different to the VS Code version of workspaces.

• Example: Web IDE uses dark theme and has Duo Chat available but workspaces have light theme and no Duo Chat.
