Navigating to "browse files" from a tag doesn't result in the "tag" icon in the ref selector dropdown

When navigating to "browse files" from a tag, the "tag" icon should be rendered in the ref selector dropdown.

This icon is rendered based on the ref_type url param. It looks like we need to update this line to include the ref_type=tags.
