Unship: Option to hide default emoji reactions 馃憤 馃憥

Problem to solve

Convention over configuration encourages only offering configuration choices that are necessary. We introduced a change in 13.0 that can remove the default emoji reactions from issue, merge requests, and snippets. The default has always been to show 馃憤 0 馃憥 0, but very few have ever decided to turn them off.

Proposal

Remove the setting option, and always present the default options 馃憤 0 馃憥 0

Note: Initially this configuration option was created to try and avoid a conflict with our Code of Conduct 鈥撀爄t provides passersby an easy opportunity to downvote without providing constructive criticism.

Alternative: Remove the setting option, and only present 馃憤 0. This was quite controversial with YouTube choosing to remove the dislike button altogether.
