Geo: Filenames with plus sign fail to sync with "Non-success HTTP response status code 403"

Problem

In a secondary Geo site on Dedicated, uploads which had a plus sign + in the filename failed to sync (internal issue). We found that we were able to get the S3 signed URL for the file from the primary site's API and successfully download it. Therefore, the 403 seems to be coming from the secondary site's S3 during attempted upload.

We spent a couple hours today syncing those by hand.
