Globally change the default of unique pages domain feature and add a per-project API to toggle it

Proposal

We have recently added a new Unique pages site domain feature which is enabled by default for all projects that have pages. The setting can be disabled in UI. However, some GitLab administrator will want this feature disabled by default on an instance or a group. They might also need an automated way to disable/enable the feature via API call.
