Push to (branch of) MR doesn't generate notification for watchers

Repro steps:

• Watch a repo in gitlab.
• Someone creates an MR in the repo.
• Sometime pushes modified commits to the branch of the MR.

Observed:

• No email notification is generated.

Desired:

• Email notification is generated.

Workaround:

• Switch from "Watching" to "Custom" notification setting for the repo. This works even if you select every kind of option, which I would assume is equivalent to "watching".

"Watching" should always be a pure superset of all other notifications. You should see everything.
