Operational and adoption metrics for Google Cloud integration

Context

Related to Google Cloud and GitLab S3C Integration (&11412 - closed).

Purpose

This issue is to discuss and list which metrics we want to have on the GitLab side.

This includes operational (e.g. throughput, latency, error rates, etc.) and adoption (e.g. number of customers using the integration, etc.). The former are more geared towards Engineering, and the latter towards Product.

Once we have a list, epics/issues will be created to track their implementation (from instrumentation to visualization).

Operational

• Token exchange RPS, latency and error rate (on the glgo side);
• ...

Adoption

• Number of projects with an active Google Artifact Registry integration (#441693 (closed));
• Number of groups/projects with an active Google Cloud IAM integration;
• Total number of top level namespaces with at least one project having an active integration.
