Allow using group level templates in all sub-groups and projects

Templates for Wiki Pages (#16608 - closed) was released in %16.10 with MR !143314 (merged). However, the MR only allowed listing templates in the same wiki, whether in a project, or a group.
We should expand this support so that project wikis can use templates from any parent group wiki.
