Autocomplete support for group level wikis in projects

We added support for autocompleting links to wiki pages in #442229 (closed). However, the MR that implemented that !143654 (merged) only did it within the same project or group.

When autocompleting wiki pages in an issue, we should provide suggestions not just from the same project, but also from wikis in all parent groups.
