Add logic to account for vulnerabilities that don't have a fix

Problem to Solve

Some vulnerabilities don't have a solution. We shouldn't ask AI to fix the vulnerability if there is no known fix.

Proposal

• Add logic (by identifier?) that denotes whether or not a vulnerability can be fixed.
• Include this logic when prompting AI for Vulnerability Resolution.
