Problem to solve

The zoekt_nodes database table contains cell local data about the nodes which store zoekt data. When an organization is moved from one cell to another, that would leave orphaned data in the tables which reference zoekt_nodes.

Proposal

Handle this state so that Zoekt can re-allocate the data to existing Zoekt nodes. This will be easier once the replication logic is in place. It feels the same as when a Zoekt node is lost or unreachable.
