Also include CC'ed users from reply emails

It seems that the feature works as expected for people in Cc of the initial email that triggers the issue creation and the thank_you.md auto reply.

My observation is about people being added in Cc within a subsequent discussion by email.

Consider adding CC'ed users from reply emails (both thank_you and new_note).

Summary

Users in CC for replies to Service Desk thank_you and new_note are not added as external participants.

This should be available since 17.0 per this comment: #4652 (comment 1902976859).

Steps to reproduce

  1. Create a project on GitLab.com
  2. Obtain the Service Desk email
  3. Send an email and wait for the default thank_you email
  4. Reply to the thank_you email with an email in CC

What is the expected correct behavior?

Emails added to CC in thank_you and new_note email are added to the issue created as external participants.
