Problem to solve

A blank state when merge trains are enabled but no active train running for a branch.

Intended users

User experience goal

Users should not be confused about why they're not seeing any items on the merge trains list view even after they've enabled merge trains as a feature.

Proposal

Add an empty state with a message: There are no active trains in <project name>. New merge requests added to the train will show on this page. (needs refinement by TW).
