[Custom roles] Permission to add labels to MR

Proposal

The following customer is interested in this capability

• Subscription: GitLab Ultimate
• Product: gitlab.com

• Why interested: A customer is interested in their QAs being able to add labels to MR's after testing without a developer role. They were expecting to be able to do it using the custom roles but the permission is not available yet.
• Problem they are trying to solve: To make QAs job granular without the use of a developer role
• Current solution for this problem: Give them developer role
• Impact to the customer of not having this: They will not upgrade to Ultimate
• Questions: When do you think this feature will be available so that I can share a timeline with them?
