Ensure that missing shards fail the health check

Having an unreachable gitaly endpoint is not enough for marking shards unhealthy, see https://gitlab.com/gitlab-org/gitlab-ee/issues/4329

In order to prevent failures and retries on the geo testbed we can try changing the local filesystem so that it is in a location that cannot be written to.
