Helm Charts for AI Gateway deployment

Create a stand-alone helm chart to deploy AI Gateway.

This would usable by Omnibus customers who are already running K8s elsewhere in their infra or full K8 installations.

• Test the helm chart in a production-like environment (eg: GCP)
• Add install documentation to https://docs.gitlab.com/ee/administration/self_hosted_models/install_infrastructure.html (potentially move a lot out of the README)
• (optional) Consider an install video
