Wrap UI Horizontal Scroll for better navigation

I have noticed that the Gitlab UI does not allow for horizontal scrolling until the user has scrolled to the bottom of the page to access the horizontal scroll bar. This would be useful in situations with extensive child pipelines and downstream steps, especially because Gitlab uses a horizontal expansion method for associated pipelines. If the horizontal scroll bar was wrapped to match the browser size, this would make navigation much more seamless and remove many deficiencies when navigating larger pipelines.
