Jira issues - Clean up issue creation section UI in settings form

  • Move Jira project key under the Enable Jira issue creation from vulnerabilities checkbox. Make sure validations in validProjectKey work as expected.
  • Remove the extra badge next to the checkbox.
  • Make sure other banners for free / Premium still render as expected.
