CI_JOB_TOKEN Access for CI/CD Components

Not quite sure if this is the correctly place to post this, but seems like the repo's permissions for CI_JOB_TOKEN access isn't allowed. I'm attempting to trigger a pipeline at the end of a job, but I'm receiving the following error:

My understanding is that the CI_JOB_TOKEN has the same role as the user who triggered the pipeline, so I would expect that to mean that my role would be able to access this public repository. Is that accurate?

I've looked at the permissions in my private repository, but nothing is standing out as preventing access to this repo.
