VSD - Monthly column order should be reversed

Problem

The current iteration of Value Stream Dashboard shows the last 3 months in columns that should be read from right to left. The left most column being the current month-to-date. The sparkline trend line should be read from left to right. To make the UI more intuitive to understand, we should establish a single "reading order" (left to right) in the UI.

Note: This column order is correct for the latest AI impact dashboard.

• Reverse column order so that the UI can all be read from left to right
• Change the sparkline number of data points to match the number of months in the column
• Update the column order on scheduled reports to match (#472116 (closed))
