Setup release slack channel for Sec analyzers

Proposal

As a corrective action for 2024-03-25: StoreSecurityReportsWorker saturate... (gitlab-com/gl-infra/production#17754 - closed) it was non-trivial to investigate whether an analyzer deployment could have affected security report creation and ingestion. It did not, however we should look into a self-service method for tracking analyzer releases.

A minimal proposal would be a slack channel similar to the existing #production or #releases channels for other GitLab entities, that aggregates pipeline releases of all devopssecure analyzers
