Add bootstrapping logic for Rapid Diffs pages

We should add Rapid Diffs entrypoints that handle the basic logic of the new SSR streaming approach:

  • Fetch from streaming endpoint
  • Render stream (reuse renderHtmlStreams function)
  • Init WebComponents
  • Handle loading state
