Add a new view for commit page Rapid Diffs

We should add a new Rapid Diffs view for commit page. It should use the same switching mechanism as in Add a new view for merge request Rapid Diffs (#451777 - closed).

For reference, this was the MR that added one for the Merge Requests. We should follow the same mechanism: !147686 (merged)
