"Expired" Tag on multiple Artifacts are confusing

Proposal

I would like to propose a feature for the Artifacts Overview of Gitlab Projects. In the Artifacts-Overview you can see all Projects Artifacts, unless they are deleted in a background job. Before deletion, some Artifacts are declared as "Expired" in one of it's Tags and then cleaned up. However, the Artifacts of the "latest successful jobs" are also declared as "Expired". And this Tag is confusing, because some Gitlab Users would expect that expired Artifacts should be cleaned up after some time.

Therefore here is more information necessary: Why it is declared as "Expired" and why it's not already cleaned up? If the Artifact is a remaining of the latest successful job, then it would help to state that somewhere. Such as a tooltip or a reference to the documentation of Gitlab Artifacts whre it's explained.
