Directory page - Update layout of buttons and rearrange actions into overflow menu
Proposal
Rearranges the page layout for better consistency.
- Move "Add" button closer to "Code" button
- Move "Lock" and "Compare" actions into overflow menu
Changes to the existing "Edit" and "Code" menu will be done in Directory - Update Code menu dropdown (#450667 - closed)
