Feature: permit administrators to revoke active user sessions directly and in bulk/en masse (UI and API)

With this proposed feature, there is an API for Administrators to revoke one, many or all of a user's active session(s). It is also possible for Administrators to revoke one, many or all active sessions for a user via the UI. It is no longer necessary to impersonate a user in order to revoke a session.
Problem to solve
The docs (and functionality) for how to revoke an active session are aimed at users (rather than administrators).
Administrators can not easily revoke active sessions for one (or more users) directly.
Administrators can not rapidly revoke active sessions for one (or more users) quickly.
