Design: Organization visibility setting

Problem

Organizations for Cells 1.0 can only be private. The backend will add a column to introduce this setting in #442147 (closed). We need to decide if and how this will be exposed in the UI.

Proposal

Ensure that Organizations for Cells 1.0 can only be private. Both options public and private could be visible, but the public option should be greyed out. This might need to be controlled via an Admin Area setting.
