Access to new database lab instances

What

New database lab instances have been created to replace the existing single legacy database lab instance.

We should grant access to the new instances for the existing set of users who had access to the legacy instance.

We should document how those users can access the new instances.

Why

These users need to be able to use the new database lab instances in order to conduct database reviews and help to ensure the availability and performance of gitlab.com.
