Geo: Investigate upload and project repository verifications failures on primary site on staging-ref

Staging-ref is showing upload and project verification failures on the primary site. The upload failure count has been increasing over the past week I have monitoring it. We should investigate what is causing these failures. There appears to be related replication failures on the secondary site
