FE: Display unmapped agents in the group agents section of Remote Development Settings
MR: Display unmapped agents in Agent authorization UI (!153254 - merged)
Description
As a group owner or instance admin, I want to see all agents available for mapping in the Remote Development Group Settings page so that I can map any of those agents to the group.
Acceptance Criteria

Viewing these agents is only permitted to group owners and instance administrators. -
Use a tabs UI component to switched between mapped and unmapped agents. -
Unmapped agents are displayed in a table alongside mapped agents. -
Display a badge next to each tab indicating the number of items in the table. -
A column in the table indicates the agent status "Blocked" or "Allowed" -
Display an empty message "This group has no agents. Start by creating an agent" when the group doesn't have cluster agents to map.
