FE: Create "Remote Development" group settings page

MR: Set up Workspaces settings page (!149714 - merged)

Description

As a group maintainer or group owner, I want to access a Settings page to configure one or more Remote Development features

Acceptance Criteria

• There is a breadcrumb that indicates to the user its current location.
• The page has a section for "Workspaces" configuration.

Technical Requirements

• Add a new Rails route and controller for this settings page.
